You cannot delete a user submitted message.
Submitted messages are stored for historical purposes in case a message has to be reviewed in the future.
If the board needs to review a message or case, or they require further information to make decisions, or when an audit is required these message have to be available.
Resolved messages are also used for generating reports and at times for generating minutes along with tasks.
This also prevents accidental deletion by administrators.
